Appropriates $52,200,000 from bond proceeds to the Commissioner of Natural Resources for state share of flood hazard mitigation grants for publicly owned capital improvements.

Allocates $14,710,000 specifically for projects in Moorhead to mitigate and acquire flood-prone properties in the North Moorhead Project (Oakport area) and address gaps in citywide protection compatible with the Fargo-Moorhead metropolitan diversion project.

Requires levee projects to meet state standard of three feet above the 100-year flood elevation where practicable, with priorities determined by the commissioner based on need and available federal, state, and local funding leverage.

Allows unspent Moorhead appropriation after project completion to be granted to the Moorhead-Clay County Joint Powers Authority for Fargo-Moorhead metropolitan diversion project components in Clay County and Wilkin County.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $52,200,000 to provide the appropriated funds, effective the day following final enactment.
