Requires the tax commissioner to limit all tax rebate payments to individuals who possess a Social Security number.

Defines "tax rebate" to include income or sales tax rebates, economic impact payments, economic stimulus payments, and disaster relief payments.

Applies the Social Security number requirement to all individuals otherwise eligible for any tax rebate authorized by law.

Takes effect the day following final enactment.
