Requires Minnesota Medical Assistance to cover palliative care services effective July 1, 2026, or upon federal approval, whichever is later, with "palliative care" defined in Minnesota Statutes section 144A.75, subdivision 12.

Mandates coverage for all enrollee populations including underserved populations and all geographic areas, with services available in inpatient hospitals, community-based facilities, and enrollee residences.

Requires reimbursement for all participating providers on the patient's palliative care interdisciplinary team for all appropriate services regardless of care setting.

Directs the commissioner to adopt rules based on national guidelines and standards, convening stakeholder groups to develop consensus standards for patient identification, core services, team composition, and reimbursement models.

Appropriates unspecified funding from the general fund in fiscal year 2025 to develop the palliative care benefit, with funds available until June 30, 2026, and prohibits elimination of other covered benefits or reduction of enrollee eligibility for concurrent services.
