Expands existing same-day driver's license pilot project from Lakeville and Moorhead to 10 additional cities: Blaine, Brainerd, Chaska, Grand Rapids, Mankato, Minneapolis, Rochester, St. Paul, Stillwater, and Willmar.

Requires applicants with properly completed applications for noncompliant driver's licenses, instruction permits, or identification cards to receive same-day issuance at the site of application without temporary documents.

Mandates same-day noncompliant licenses contain substantially similar security features and materials as centrally issued licenses, with security features not obscuring the colored photograph.

Requires Commissioner of Public Safety to establish public awareness campaigns, a dedicated website, and administrative processes available five days a week between 9:00 a.m. and 7:30 p.m. to resolve application issues.

Appropriates unspecified funds from fiscal year 2025 driver and vehicle services account for equipment, vendor agreements, staffing, and a DVS administrative position; requires report to legislature by January 1, 2026 on pilot project results and statewide implementation recommendations.
