Commissioner shall ensure electronic visit verification requirements are minimally burdensome to providers and service recipients while effectively preventing fraud and complying with state and federal law.

Commissioner must make a state-selected electronic visit verification system available to providers at no cost and publish names and contact information for all alternative vendors on the agency website.

Commissioner must provide equal data access through direct electronic means to all electronic visit verification system vendors on the same terms, regardless of whether they provide the state-selected system or alternatives.

Providers may select any commissioner-approved electronic visit verification system and must implement by a date established after state-selected systems for personal care and home health services are in production.

Service providers may electronically document services on a weekly basis for services provided in the provider's own home, provided documentation contains required elements.
