Distributes aid through a three-part formula: 20 percent divided equally among eligible applicants, 40 percent based on each service's share of total square mileage (capped at 1,200 square miles), and 40 percent based on tiered EMS response points.

Requires recipients to spend all aid funds on licensed ambulance service expenses within their primary service area by December 31, 2027, or return unspent amounts by March 1, 2028.

Mandates aid recipients submit annual reports by December 31, 2025, and for two following years, detailing how revenue was used; board must report to legislative committees beginning March 31, 2026.
