Modifies Minnesota's sustainable building guidelines to add seven primary objectives including reducing greenhouse gas emissions, providing high-quality indoor environments, reducing water use, restoring soil and water quality, reducing embodied environmental impact of building materials, and encouraging building resilience to climate change.

Makes sustainable building guidelines mandatory for all new state buildings and major renovations receiving general fund appropriations after May 1, 2024, expanding previous requirements that only applied to bond-funded projects.

Establishes the Commissioner of Administration as primary guideline administrator with responsibilities including making applicability determinations, approving waivers, and providing annual legislative reports on project compliance and guideline effectiveness.

Requires the Center for Sustainable Building Research at the University of Minnesota to maintain and update guidelines, offer annual training, conduct post-construction performance evaluations, and administer a tracking system for all subject projects.

Appropriates $1,564,000 for fiscal year 2025 to the Department of Administration for developing, overseeing, and administering the sustainable building guidelines, with base funding of $1,555,000 for FY 2026 and $1,128,000 for FY 2027 and thereafter.
