Requires persons charged as accomplices in felony murder deaths to have intentionally aided, advised, hired, counseled, or conspired with the primary offender with specific intent to cause death, effective August 1, 2024.

For first-degree murder by felony, accomplices must have acted with premeditation and intent to cause death.

For second-degree murder by felony, accomplices must be major participants in the underlying felony and act with extreme indifference to human life, with "major participant" defined as using or providing deadly weapons, causing substantial bodily harm, coercing participants, or impeding prevention of death.

Creates new exception requiring that acts in second-degree felony murder cases present special danger to human life based on circumstances of the predicate felony.

Revives Task Force on Aiding and Abetting Felony Murder to expand focus on felony murder and aiding and abetting liability generally, with report due February 1, 2026, and task force expiring February 2, 2026.
