Amends Minnesota Statutes section 16B.325, subdivision 2, to clarify sustainable building guidelines for new buildings and major renovations.

Defines "major renovations" as projects encompassing not less than 10,000 square feet or replacement of mechanical, ventilation, or cooling systems.

Requires guidelines to establish sustainability standards for air quality and lighting and resiliency guidelines to address climate-related changes including temperature and precipitation shifts.

Mandates consideration of long-term operating costs including renewable energy sources and distributed electric energy generation using renewable sources or natural gas.

Allocates $690,000 for University of Minnesota Institute on the Environment to research and recommend new energy guidelines for state buildings, with a report due to legislative energy and capital investment committees.
