• Proposes constitutional amendment to establish a Bipartisan Redistricting Commission consisting of 8 members appointed equally by House and Senate majority and minority leaders.

• Commission must adopt congressional and legislative district boundaries by December 31, 2031, and within one year after each federal decennial census, effective for the second year following the census.

• Requires affirmative vote of at least 6 commission members (including one from each appointing authority) to adopt redistricting plans, with exclusive standing to defend plans in court.

• Establishes 10 statutory districting principles prioritized in order: nesting, equal population, contiguity and compactness, numbering patterns, minority representation compliance, protection of minor civil divisions, preservation of communities of interest, no incumbent protection, and prohibition of additional principles until primary principles are met.

• Restricts commission membership to exclude current elected officials and their immediate family members; prohibits commission members from accepting gifts or communicating about redistricting work with legislators or congressional members; applies to 2030 redistricting cycle and thereafter if constitutional amendment is approved by voters at 2024 election.
