Amends school board vacancy filling procedures to require a special election be held no later than the first Tuesday after the first Monday in November following the vacancy, with exceptions for vacancies occurring less than 90 days before that date.

Eliminates the requirement for a special election when a vacancy occurs less than 90 days before the first Tuesday after the first Monday in November in the third year of a board member's term.

Repeals provisions allowing school boards to designate combined polling places for school district elections when no other election is being held.

Repeals notice requirements for voters in combined polling places for school district special elections.

Repeals procedural requirements governing the designation, operation, and administration of combined polling places in school districts.
