Prohibits the Metropolitan Council from expending funds on light rail transit capital project development activities including planning, analysis, predesign, design, engineering, environmental analysis, land acquisition, and construction.

Exempts the Southwest light rail transit (Green Line Extension) project and contractor payments for work performed before the effective date from the moratorium.

Moratorium expires on the date the Southwest light rail transit (Green Line Extension) project commences revenue operation, with the Metropolitan Council required to notify the revisor of statutes and relevant legislative committees of that date.

Becomes effective the day following final enactment and applies to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
