Redirects unspent appropriations from the PFAS manufacturers fee work group (originally authorized under Laws 2023, chapter 60, article 1, section 2, subdivision 2, paragraph (t)) to fund a new PFAS removal report, with funds available until June 30, 2025.

Requires the Minnesota Pollution Control Agency commissioner to submit a report to legislative committees with environment and natural resources jurisdiction by January 15, 2025.

Report must provide recommendations for strategies to require PFAS manufacturers to pay for purchasing, installing, and operating infrastructure to remove PFAS from municipal wastewater facility intake waters statewide.

Report must specify any legislation needed to implement recommended strategies and incorporate options from the prior PFAS manufacturers fee work group report.

Requires recommendations in the report to be specific and actionable, excluding recommendations for further reports or studies.
