Appropriates any unspent funds from the 2023 PFAS manufacturers fee work group appropriation for a new PFAS removal report, available until June 30, 2025.

Requires the Minnesota Pollution Control Agency commissioner to submit a report to legislature by January 15, 2025, with recommendations for strategies to require PFAS manufacturers to pay for infrastructure to remove PFAS from municipal wastewater facility intake waters statewide.

Report must include recommendations for strategies requiring manufacturers to cover costs of purchasing, installing, and treating/disposing of PFAS removal infrastructure.

Report must specify any legislation needed to implement the strategies and incorporate options from the prior PFAS manufacturers fee work group report.

Recommendations must be specific and actionable, and cannot include recommendations for further reports or studies.
