Appropriates $1,750,000 from bond proceeds to the Public Facilities Authority for a grant to the city of Red Wing for drinking water system improvements.

Funds will support design and construction of improvements at Sorin's Bluff Reservoir, including renovation of the concrete water storage facility.

Authorizes demolition of the existing water booster station and construction of a new water booster station.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,750,000 to provide the appropriated funds.

Becomes effective the day following final enactment.
