S.F. No. 5466 - Minnesota Women's Bill of Rights

• Creates the "Minnesota Women's Bill of Rights" establishing statutory definitions of sex-based terms (woman, man, girl, boy, mother, father, female, male) based on biological reproductive systems for use across all Minnesota statutes, administrative rules, and agency policies.

• Defines "sex" as biological sex designated at birth (either male or female only) and prohibits use of gender identity or other terms as synonyms or substitutes for sex in state law.

• Permits the state to provide separate single-sex environments for males and females in athletics, living facilities, locker rooms, bathrooms, domestic violence shelters, and rape crisis centers without violating antidiscrimination mandates where the sexes are not similarly situated biologically.

• Requires public schools, school districts, and state agencies collecting vital statistics related to sex for antidiscrimination compliance or data gathering to identify each person as either male or female using the bill's definitions.

• Directs the revisor of statutes to replace the word "gender" with "sex" when standing alone in Minnesota statutes, except when part of phrases like "gender identity."
