$12,500,000 appropriated from bond proceeds fund to the commissioner of public safety for grants to city of Austin or Mower County to design and construct a law enforcement center.

Law enforcement center will house the Austin police department, Mower County sheriff's office, and the area's emergency dispatch center in the city of Austin.

Commissioner of management and budget authorized to sell and issue state bonds up to $12,500,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
