Establishes minimum teacher compensation thresholds of $80,000 for full-time equivalent teachers with a master's degree and at least 10 years of Minnesota teaching experience, and $60,000 for other full-time equivalent teachers, effective July 1, 2025.

Sets minimum wage threshold of $25 per hour for covered unlicensed school staff members (those working at least 14 hours per week for at least 100 days annually and regularly interacting with students), effective July 1, 2025.

Creates base teacher compensation aid for fiscal year 2026 and later, with aid amounts calculated as the difference between applicable compensation thresholds and each teacher's base compensation as of September 1, 2024.

Creates aid for unlicensed staff wages for fiscal year 2026 and later, calculated as the difference between the $25 per hour threshold and each covered staff member's hourly wage as of September 1, 2024.

Requires the Commissioner of Education to adjust compensation and wage thresholds every four years beginning January 15, 2029, based on Consumer Price Index inflation rates, effective July 1 following publication.
