Appropriates $5,600,000 from the state transportation fund's bond proceeds account for general obligation bonds to fund the city of Byron and Olmsted County's share of replacing at-grade intersections and traffic signals with grade-separated interchanges along U.S. Highway 14, including intersections with Olmsted County State-Aid Highways 3 and 5.

Authorizes the Commissioner of Management and Budget to sell and issue up to $5,600,000 in state general obligation bonds in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Appropriates $2,400,000 from the trunk highway fund's bond proceeds account for the state's share of the same U.S. Highway 14 intersection improvement project for environmental analysis, predesign, and final design work.

Authorizes the Commissioner of Management and Budget to sell and issue up to $2,400,000 in trunk highway bonds in accordance with Minnesota Statutes sections 167.50 to 167.52 and the Minnesota Constitution, article XIV, section 11.

Allows any remaining funds after completion of environmental analysis, predesign, and design work to be applied toward acquiring right-of-way, constructing, furnishing, and equipping the interchanges and associated infrastructure.
