Appropriates $1,093,000 from bond proceeds to the commissioner of human services for a grant to Clay County for renovating a youth transitional housing facility in Moorhead.

Funds cover renovations to electrical, plumbing, and HVAC systems; energy efficiency improvements including window replacement; ADA compliance improvements; interior wall and surface repairs; and other site work to meet building code and licensing requirements.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,093,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
