Minnesota State Colleges and Universities must maintain a supply of opiate antagonists at each campus site, with at least two doses of nasal naloxone available in each campus building.

University of Minnesota is requested (but not required) to maintain opiate antagonist supplies and nasal naloxone doses at its campuses.

Commissioner of Health must identify and provide resources, including at least one training video, to help postsecondary institutions implement opiate antagonist emergency response protocols.

Both boards may adopt a model plan for use, storage, and administration of opiate antagonists on their campuses.

Amends existing law to explicitly authorize nurses and other personnel employed by or under contract with postsecondary institutions to administer opiate antagonists under physician authorization and standing orders.

Effective date is the 2024-2025 academic year.
