• Suspends further work on the State Office Building expansion project previously authorized under Minnesota Statutes, section 16B.2406, until a final design plan is approved by law.

• Requires the Capitol Area Architectural and Planning Board to develop and recommend a design plan to legislative committee chairs and ranking minority members no later than January 15, 2025.

• The recommended design plan must address critical health, life safety, and security needs of State Office Building tenants and visitors.

• The design plan must retain the State Capitol building as the featured monumental building on the State Capitol campus and align with the original vision for space use documented by architect Cass Gilbert.

• The commissioner of management and budget must make Capitol Area building account funds available to the board for architectural and professional services needed to develop the design recommendation.
