Appropriates an unspecified amount from the general fund in fiscal year 2025 to the state auditor to hire an independent auditor and establish a citizen oversight committee focused on housing disparities for African Americans in Minnesota.

Requires the independent auditor to conduct an audit of the Minnesota Housing Finance Agency's compliance with equal opportunity laws, policies, and programs.

Directs the state auditor to collaborate with the Council for Minnesotans of African Heritage to establish a citizen oversight committee that will inventory relevant state and federal equal opportunity laws and programs, oversee the auditor's work, and report findings.

Mandates the committee submit its report with recommendations to the governor and relevant legislative committee chairs and ranking minority members prior to the start of the 2025 legislative session.
