Directs the Minnesota Commissioner of Human Services to conduct an annual review of all medications, treatments, and services for sickle cell disease covered under the medical assistance program.

Requires the commissioner to solicit and consider input from the general public, with specific emphasis on persons or groups with knowledge and experience in sickle cell disease treatment.

Mandates the commissioner submit an annual report to legislative committee chairs and ranking minority members by January 15, 2025, and January 15 each year thereafter detailing findings and recommendations.

Requires the commissioner to publish the annual report on the Department of Human Services website in a manner accessible to the general public.

Specifies the reporting requirement does not expire, notwithstanding other statutory provisions for report expiration.
