Authorizes the City of Stillwater to issue a social district license to on-sale alcohol licensees whose premises are contiguous with a designated social district, allowing consumption (but not sales or service) of their beverages within the district.

Requires the city to designate the social district by ordinance, specifying boundaries, operating hours and days, and excluding any areas whose owners object to inclusion; must post signage with district boundaries, hours, local law enforcement contact, and statements that beverages must only be consumed in the district and disposed of before exiting unless reentering the purchase location.

Mandates the city establish and post management and maintenance plans on its website to protect public health and safety.

Requires beverages sold for social district consumption to be in non-glass containers no larger than 16 fluid ounces, clearly identified with the licensee name and unique social district logo, and displaying "Drink Responsibly - Be 21" in at least 12-point font.

Prohibits possession of beverages from unlicensed sources, restricts consumption to designated hours and days, and requires disposal before exiting the district unless reentering the original purchase location; takes effect upon Stillwater City Council approval.
