Public utilities owning coal-fired electric generation facilities scheduled for retirement in 2026 and 2030 within the Mississippi River - St. Cloud Watershed must submit a decommissioning and repurposing plan by February 1, 2026

Plan must be submitted as part of the next resource plan filing under Minnesota Statutes section 216B.2422, subdivision 2, or as a separate filing if no resource plan is required

Public utility must provide the plan and timeline to the governing body of the municipality where the facility is located on the same date submitted to the Public Utilities Commission

Plan must detail the public utility's strategy to repurpose each unit of the facility, to the extent known
