Establishes limited liability protection for motor vehicle operators who injure pedestrians illegally obstructing roadways in violation of section 609.74 or other applicable statutes.

Protects operators from civil liability if the injury or damage results from the operator using the vehicle to retreat or escape from an obstructing pedestrian.

Requires the operator to reasonably believe that the operator or a passenger in the vehicle is in immediate danger of imminent death, bodily injury, or serious bodily harm.

Effective August 1, 2024, and applies to causes of action accruing on or after that date.
