Appropriates $56,000,000 from trunk highway bond proceeds for predesign, right-of-way acquisition, design, engineering, and construction of intersection improvements along Trunk Highway 65 at four locations (99th Avenue Northeast, 105th Avenue Northeast, 109th Avenue Northeast, and 117th Avenue Northeast) in Anoka County and the city of Blaine.

Appropriates $74,000,000 from state transportation bond proceeds for the same intersection improvements plus associated frontage roads, backage roads, connecting local streets, and utility infrastructure improvements.

Authorizes the commissioner of management and budget to sell and issue state bonds totaling up to $130,000,000 to fund both appropriations, with proceeds deposited in the respective fund accounts.

Grants can be made to the city of Blaine, Anoka County, or both, with no requirement for nonstate contribution.

Both sections become effective the day following final enactment.
