Limits conditional licenses for dual-licensed providers to situations where the provider is willfully violating chapter 245D.

Mandates the commissioner inform license holders that their next audit or investigation will result in a conditional license if they fail or have any violations.

Requires the commissioner to partner with culturally specific organizations to provide education and training assistance to dual-licensed providers and to refer providers to legal assistance or other resources when subject to enforcement action.

Mandates annual reports by January 1, 2025, and thereafter to legislative committees detailing enforcement actions against dual-licensed providers, including aggregated race and ethnicity data and efforts to improve personnel diversity and cultural competency.

Requires the commissioner to offer alternative dispute resolution services to dual-licensed providers who appeal corrective orders.
