Requires Minnesota State Colleges and Universities, University of Minnesota, and eligible private postsecondary institutions to cancel recognition and cease all support to student organizations that endorse or promote terrorism or terrorist organizations as defined by federal law.

Mandates institutions adopt policies allowing anonymous reporting of violations and establish investigation and enforcement procedures for student organizations endorsing terrorism.

Requires institutions to provide names of known members of canceled student organizations to the Commissioner of Higher Education for investigation under section 136A.105.

Makes students determined by the commissioner to have endorsed or promoted terrorism ineligible for any state grants or scholarships under chapter 136A for current and all subsequent academic terms.

Establishes investigation process where the commissioner must inform investigated students of allegations and potential consequences, allow students to respond, and provide appeal rights under contested case review procedures in chapter 14.
