Amends Minnesota Statutes section 624.7141 to upgrade the offense of transferring pistols or semiautomatic military-style assault weapons to ineligible persons from a gross misdemeanor to a felony, with imprisonment up to two years and fines up to $10,000.

Creates an aggravated offense with imprisonment up to five years and fines up to $20,000 if the transferee possesses or uses the weapon within one year after transfer in furtherance of a felony crime of violence.

Applies to transfers to persons who have been denied a permit to carry, found ineligible by law enforcement, or are disqualified under section 624.713 from possessing these weapons.

Exempts transfers to persons who became eligible to possess the weapons under section 624.713 after the transfer occurred but before the transferee used or possessed the weapon in furtherance of any crime.
