Establishes special license plates for Minnesota professional sports team foundations, including Vikings, Timberwolves, Lynx, Wild, Twins, and United FC.

Requires applicants to be registered owners of passenger automobiles, noncommercial pickup trucks, motorcycles, or recreational vehicles and contribute a minimum of $30 annually to professional sports team foundations.

Allows personalized plates and permits transfer to another vehicle registered to the same individual for a $5 fee.

Creates a Minnesota professional sports team foundations account in the special revenue fund to collect contributions, with funds distributed proportionally to foundations based on plates issued for philanthropic or charitable purposes only.

Takes effect January 1, 2024, for special plates issued on or after that date.
