Establishes student support personnel aid program to address shortages of school counselors, psychologists, social workers, nurses, and chemical dependency counselors in Minnesota schools.

Provides initial aid to school districts of at least $50,000 or $100 per adjusted pupil unit (whichever is greater) and $100 per adjusted pupil unit for charter schools, plus additional cooperative unit funding of $6 per adjusted pupil unit.

Requires aid to be used primarily for hiring new student support services positions, with contracted services allowed only if fewer than two qualified applications are received.

Mandates reporting by February 1 of each year showing how new positions affected school climate, student health, attendance rates, academic achievement, college readiness, or postsecondary completion rates.

Appropriates $96,000,000 for fiscal year 2024 and $106,000,000 for fiscal year 2025 from the general fund to the Department of Education, effective for revenue beginning fiscal year 2024.
