Appropriates $43,000,000 from bond proceeds in the trunk highway fund to the commissioner of transportation for right-of-way acquisition, engineering, and construction of Trunk Highway 55.

Reconstructs marked Trunk Highway 55 as a four-lane divided highway from near Hennepin County Road 118 (Arrowhead Drive) in Medina to Hennepin County State-Aid Highway 19 near Loretto.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $43,000,000 according to Minnesota Statutes sections 167.50-167.52 and Minnesota Constitution article XIV, section 11.

Requires bond proceeds (except accrued interest and premiums) to be deposited in the bond proceeds account in the trunk highway fund.

Becomes effective the day following final enactment.
