Appropriates $4,500,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for preliminary design, final design, and right-of-way acquisition on Trunk Highway 55.

Establishes Trunk Highway 55 as a four-lane divided highway from Arrowhead Drive (near Hennepin County Road 118) in Medina to Hennepin County State-Aid Highway 19 in Corcoran.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,500,000 according to Minnesota Statutes sections 167.50 to 167.52 and the Minnesota Constitution, article XIV, section 11.

Directs bond proceeds (except accrued interest and premiums) to be deposited in the bond proceeds account in the trunk highway fund.

Takes effect the day following final enactment.
