Increases civil damages for violations from $500-$750 per violation to $1,000-$1,400, with penalties rising from $200-$500 to $400-$1,000 per violation in food processing recruitment cases.

Reduces final wage payment deadline for migrant workers from five days to three days upon job termination.

Expands migrant worker employer definition to include any employer hiring one or more migrant workers (previously required more than 30 workers) and increases penalties for violations of migrant worker employment statements and payment terms from $50-$500 to $200-$1,600.
