Department of Education must establish a pilot program beginning in the 2023-2024 school year to redesign performance frameworks for high schools to improve educational outcomes for students of color, with engagement of students, families, and community leaders.

Equity-focused performance frameworks must measure student enrollment by demographic characteristics (race, ethnicity, gender, age, economic disadvantage, disability, homelessness, home language, foster-system involvement), basic needs support, social-emotional and mental health services, personalized instruction, culturally relevant curriculum including Minnesota Indigenous history, student identity development, career exploration, extracurricular participation, and restorative justice interventions.

Performance frameworks must also measure family engagement practices, community engagement practices, and describe teacher and staff training on anti-racism, anti-bias, and equity along with average weekly collaboration time.

Commissioner of Education must submit reports by July 1, 2024, detailing the first year effectiveness and recommendations, and by July 1, 2025, detailing the two-year effectiveness including school implementation and performance measures.

General fund appropriations to Department of Education are provided for a grant to Pillsbury United Communities to implement the pilot program in fiscal years 2024 and 2025, with specific dollar amounts to be determined and up to a specified percentage retained annually for monitoring and administration.
