Modifies the Corridors of Commerce program selection process to establish a four-year submission and selection cycle beginning October 1, 2023, with evaluations completed by March 1 of the following year.

Restricts project recommendations to area transportation partnerships (up to three large and three small projects) in greater Minnesota and county boards (up to two projects) in the metropolitan area, with non-recommended projects disqualified from evaluation.

Adds a new evaluation criterion allowing legislators and the governor to each submit one written recommendation for a project within 30 days, with each recommendation awarding one additional point to a project's score.

Extends the project construction commencement deadline from three years to four years and clarifies that the commissioner cannot consider eligibility requirements beyond those specified in statute.

Requires the commissioner to allocate approximately 50 percent of funding to metropolitan area projects and 50 percent to greater Minnesota projects, with at least 55 percent of metropolitan funding directed to non-Hennepin/Ramsey counties and approximately 25 percent of greater Minnesota funding for smaller projects.
