Amends the post-COVID pandemic public transportation study requirement by shifting funding responsibility from the Department of Transportation to the Metropolitan Council using existing resources.

Requires the Metropolitan Council to contract with the University of Minnesota's Center for Transportation Studies to examine public transportation in the metropolitan area after COVID-19 is substantially curtailed.

Study must analyze ridership, demand for different transportation modes, transit service levels, revenue and expenditures, and long-term impacts on the metropolitan area transit system and Northstar Commuter Rail.

Changes the study deadline from February 1, 2023 to October 1, 2024, and transfers reporting responsibility from the Department of Transportation Commissioner to the Metropolitan Council chair.

Applies to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties, effective the day following final enactment.
