Expands the lien that towing operators can place on impounded vehicles to include recovery of the vehicle and cargo, storage of the vehicle and cargo, and accident site cleanup in addition to existing towing and storage charges.

Vehicle owners and lienholders must pay all charges for towing, recovery, storage, and accident site cleanup within 15 or 45 days after receiving notice to reclaim an impounded vehicle.

Homeless vehicle owners or those receiving relief based on need are exempt from charges for recovery of cargo, storage of cargo, and accident site cleanup unless the costs are covered by the owner's motor vehicle insurance.

Defines "cargo" as commercial goods or private property being transported by a motor vehicle or trailer.

Does not apply to tows of vehicles parked in violation of snow emergency regulations.
