Appropriates $200,000,000 from bond proceeds for local road improvement fund grants to the commissioner of transportation for construction and reconstruction of local roads with statewide or regional significance, with priority to projects expanding the ten-ton road system, and for grants to counties for rural road safety capital improvement projects on county state-aid highways.

Appropriates $200,000,000 from bond proceeds for local bridge replacement and rehabilitation to match federal money and replace or rehabilitate deficient bridges, including design-build contracts, consultant usage, and payments to landowners for highway rights-of-way, lessees, interest subsidies, and relocation expenses.

Authorizes the commissioner of management and budget to sell and issue up to $400,000,000 in general obligation bonds to provide the money for the appropriations in sections 1 and 2, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
