SF630 - Voter Identification Requirements

• Creates a new voter identification card: Establishes a free state-issued voter identification card that requires proof of U.S. citizenship, name/date of birth, and Minnesota residency address as eligibility documents.

• Requires photo ID to vote: Voters must present valid photo identification (driver's license, state ID, or the new voter ID card) to register on election day or vote; those without ID can cast a provisional ballot.

• Establishes provisional ballot process: Voters unable to provide required identity and residence documentation can cast a provisional ballot and have 7 days after the election to appear before the county auditor and prove eligibility.

• Waives fees for voter ID documents: Eliminates fees for certified vital records, birth certificates, and court documents needed to obtain a voter identification card; creates a reimbursement account to cover applicant costs.

• Effective date: June 1, 2024 for most provisions (voter ID card creation); June 1, 2025 for voting requirement provisions; includes appropriations of $3.3+ million for implementation and public education campaign.
