Appropriates $3,000,000 in fiscal year 2024 and $3,000,000 in fiscal year 2025 from the general fund to the Office of Higher Education Commissioner for grants to tribal colleges.

Distributes funds equally among Leech Lake Tribal College, White Earth Tribal College, and Red Lake Nation Tribal College for general operations and maintenance expenses.

Requires tribal colleges to use grant funds to supplement, not replace, existing funding sources.

Mandates each tribal college submit an annual report by September 30 to the Higher Education Commissioner and legislative committee chairs detailing fund expenditures and including a copy of the college's most recent audit report.
