Prohibits the Metropolitan Council from issuing certificates of participation for light rail transit guideways if secured by motor vehicle sales tax revenue or earnings from investment of motor vehicle sales tax revenues, effective July 1, 2023.

Requires host counties (where guideways are located) to fund planning, design, engineering, construction, prerevenue operations, and other guideway development costs that exceed federal, state, local government, or other dedicated funds.

Mandates host counties fund operating costs of guideway services necessary to meet reasonable standards for access, safety, and reliability that exceed fare revenues and other dedicated funds.

Requires host counties to fund capital maintenance, replacement, and modernization costs necessary to meet reasonable standards for access, safety, reliability, and upkeep that exceed other dedicated funds.

Applies only to the counties of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington, with host counties determining cost distribution through a proportional methodology agreed upon among themselves.
