Appropriates $3,000,000 in fiscal year 2024 and $3,000,000 in fiscal year 2025 from the arts and cultural heritage fund to the Department of Education for grants to 12 Minnesota regional library systems.

Funds support educational opportunities in the arts, history, literary arts, and cultural heritage of Minnesota through regional library programs or grants to local arts and cultural heritage programs in partnership with regional libraries.

Allocates money using formulas in Minnesota Statutes section 134.355, subdivisions 3, 4, and 5, with the remaining 25 percent distributed proportionately based on the number of qualifying system entities in each system.

Requires distribution of funds in ten equal payments per year, with appropriations encumbered by June 30, 2025 remaining available through June 30, 2027.
