Prohibits disciplinary dismissals for students enrolled in preschool, prekindergarten programs (including Head Start, school readiness, and voluntary pre-K), and kindergarten through grade 3, effective July 1, 2023.

Allows expulsions and exclusions only after nonexclusionary discipline resources have been exhausted and only when there is an ongoing serious safety threat to the child or others.

Requires nonexclusionary discipline to include at least one of: collaborating with family/guardians and support providers, creating a written plan with parents detailing needed supports, or providing referrals for supportive services including special education evaluations.

Appropriates general fund money to the Department of Education for grants to school districts and charter schools to provide staff training on nonexclusionary disciplinary practices for fiscal years 2024 and 2025 (amounts blank in introduced version).

Eligible grantees include school districts, charter schools, intermediate school districts, and cooperative units.
