Establishes biennial updates to payment rates for Community First Services and Supports (CFSS) beginning January 1, 2024, using Minnesota-specific median wages for standard occupational classifications published by the Bureau of Labor Statistics.

Sets base wage component values using median wages for personal care aides (SOC 31-1120), with separate calculations for enhanced rates and qualified professional services that incorporate multiple occupation categories.

Requires the commissioner to adjust total wage component values every two years using an updated competitive workforce factor, limited to changes of no more than three percentage points per adjustment.

Establishes implementation components at 75.45 percent for all service types, increasing by two percentage points every two years beginning January 1, 2026, until reaching 100 percent.

Requires biennial updates to the client programming and supports factor (currently 2.30 percent) based on Consumer Price Index changes, effective January 1, 2024.
