Adds Disabled American Veterans to the list of congressionally chartered veterans service organizations whose members are eligible for special veterans license plate emblems, alongside American Legion and Veterans of Foreign Wars.

Maintains requirement that applicants present a valid membership card in one of the three eligible organizations and be registered owners of passenger automobiles, pickup trucks, vans, or self-propelled recreational vehicles.

Limits applicants to no more than two sets of special plate emblems for motor vehicles registered to them.

Clarifies that eligible persons requesting personalized Gold Star plates are not charged the fees specified in section 168.12, subdivision 2a, while maintaining free issuance and replacement of Gold Star plates for motorcycles.
