Upgrades the crime of transferring a pistol or semiautomatic military-style assault weapon to an ineligible person from a gross misdemeanor to a felony with up to two years imprisonment and fines up to $10,000

Creates an aggravated offense with up to seven years imprisonment and fines up to $20,000 if the transferee possesses or uses the weapon within one year after transfer in furtherance of a felony crime of violence

Applies to transfers where the transferee has been denied a permit to carry, found ineligible by law enforcement, or is disqualified under section 624.713

Exempts transfers to persons who became eligible to possess the firearm under section 624.713 after the transfer occurred but before using or possessing the weapon in furtherance of any crime
