Repeals Minnesota Statutes 2022, section 473.1467, which prohibited spending on intercity or interregional passenger rail facilities between Rochester and the metropolitan area unless explicitly added to the statewide freight and passenger rail plan.

Repeals Laws 2002, chapter 393, section 85, which prohibited the Metropolitan Council, Commissioner of Transportation, and regional rail authorities from spending money on the Dan Patch commuter rail line between Northfield and Minneapolis.

Eliminates restrictions on studying the feasibility of, planning for, designing, engineering, acquiring property for, or constructing intercity and commuter rail projects in Minnesota.

Becomes effective the day following final enactment.
